摘要摘 摘要 摘 要 公共档案馆建设是现阶段国家档案事业发展的重要内容，而公共档案馆的 功能建设作为公共档案馆建设的核心更是今后档案馆工作的重中之重。公共档 案馆突出“公共二字，就必须通过一定的功能建设来真正实现自身“公共性’’ 价值。然而档案馆“四位一体”的功能定位理论与实践尚未衔接，“五位一体 的功能定位又刚被提出；档案馆功能建设的内容尚未达成共识，功能建设的实 践也未真正实施；影响公众利用公共档案馆资源的主要矛盾未被发掘并解决。 本文基于国家对前十年档案馆工作的总结，对公共档案馆的功能定位和功能建 设进行全面的分析和阐述，紧随时代步伐，以便于为今后的档案馆工作提供借 鉴意义。文章共分四章，第一章是绪论，主要介绍了文章的选题意义、国内外 研究现状、主要研究内容和研究方法、创新之处及不足。第二章是公共档案馆 功能定位的历史与现状，对公共档案馆的发展历程和“五位一体”的功能定位 进行全面阐述，并指出“五位一体功能定位的发展策略。第三章对公共档案 馆功能建设的内容与重点进行研究，涉及到公共档案馆功能建设的内容、主要 矛盾以及建设重点。第四章是结论。 关键词：公共档案馆功能定位五位一体资源整合功能建设 AbstractAbstract Abstract Abstract Public archives building is the development of the national archives at this stage all important part of the functions of public archives building construction弱the core of public archives is a top priority for future archives．Public Archives prominent ”public”word，it must function through a certain building to realize their own ”public”value．However Archives’’Four in One”Function of convergence theory and practice has not yet，”five one”has just been made functional position；archives feature has not yet reached consensus on the content of the construction，function construction practice has not really implemented；of public use of public archives untapped resource and resolve the main contradiction．Based on the work of the State Archives of the summary of the previous decade，the functions of public archives building a comprehensive orientation and function analysis and elaboration,follow the pace of the times，SO that the archives work for future reference．Article is divided into four chapters，the first chapter is an introduction,the article introduces the significance of the topic，research status，the main research contents and methods， innovation and deficiencies．The second chapter is the function of the Position of the Public Archives and the status of the development process of public archives and the ”five in one”comprehensive exposition of the function of positioning and that”five in one¨functional positioning strategies for developm
