How to execute effective traffic evacuation and reduce the loss of person and property under known or unpredict condition has been an important issue in transportation area. All existing traffic emergency control strategies generally have problems such as making decisions by instinct, low level of control strategy integration, low utilization ratio of networks, and huge computing scale. To content with such problems and thus to promote the efficiency of traffic in emergency evacuation, this paper employed basic routing optimization model as foundation of the entire model, by loading contraflow strategy and staged evacuation strategy to extend basic model, constructed operation model framework that either can operate separately or harmoniously. In basic routing optimization model, this paper proposed cell transmission model to capture network flow in evacuation to get good balance between modeling accuracy and computing efficiency, and by allowing each cell had different size to reduce the scale of optimal problem, on this basis completed the construction of optimal routing model. To increase the practicability of the model, this paper introduced traffic control strategies to extend basic routing optimization model. In contraflow control strategy, by temporarily change directions of some lanes, we can significantly increase the road capacity to safe direction; By introducing auxiliary cells and waiting cells into revised cell transformation model, this model transformed staged evacuation problem from spatial-space problem to pure space problem, thus covenanted the solution of the optimal mode
