ABSTRACT After 由e refonn and opening-up，especially for joining WTO，China is accelerating the pace to adapt to wor1dwide economy，and playing very important role d田ing 由e globalization procedure. After 2000，China has developed rapidly in international Shipping field. In Global Shipping mark叽 China takes 70% of increasing and became one of the m句ority parts to pushing Shipping business forward. But one thing which cant be ignored，China is sti11 relative fallbehind in global shipping field. 也h Experienced two rapidly increasing period，which motivated by Shenzhen DC of 、， Zhujiang Pearl River Delta in 1980s and Shanghai Pudong of Changjiang river delta in 1990s，Chinese government put Binhai New District into ‘The Eleventh Plan development strategy，especially 臼nphasize to establish Northem lnt臼national Shipping Center and Logistical Center. Its another important strategically policy after Shenzhen and Shanghai，and also an important opportunityωTianjins developmen t. Because of relatively delay of starting; China still has no ma阳re Intemational Shipping Center y吼 Parts of export goods still need transit ov町sea. This situation is totally mismatch to Chinas intemational position in Shipping filed and might Iimit the development in global economical competition in the fu饥lre. So，its necessary to take use of political advantage fully，make plan practicall弘 and build up No时1时n Inter刀ational Shipping Center rapidly.
