郑州人学2007年颂l‘学位论丘 郑州人学2007年颂l‘学位论丘 矬蹬刨新。鲤㈨臼的fL{土投入政箍{11[究 Abstract Rising of the centraI China is aB important decision of Chinese Party Central Committee for building socialist modernization，building a well—off society．Building an innovative Henan is the key to Rising of central China．Research of innovation-oriented countrys history and reality has told us that science and technology investment is an important factor of constraining technological innovation，and a national and regional policy of technology investment directly affects the development of science and technology innovation．Taking the scientific development concept as a guide and in-depth analyzing of investment of Henan in science and technology in recent years based on theory of scientific and technological innovation and technology policy，the input—output theory ofeconomics，theory ofthe organic composition ofcapital and theory of technology of capital，we found that the input of science and technology in Henan is insufficient．and that in recent years RD as a percentage of GDP is only about 0．5％，backward in the National 1．31％ratio，and far more behind 2．5％-3％of the proportion of innovative countries．which impacts 0n breadth and depth of popularization of science，improvement of people’s scientific and cultural quality in Henan，the ability of technological innovation and achievements，the real play of science and technology as the primary productive force，building an innovation—oriented Henan，and rising of central China’s pace．The author believes that it is very necessary to establish a philosophy of people-centered in science and technology investment,to develop technology for people by people，effectively to increase investment in science and technology in order to further refine the investment system， to guide and give full play to investment of the government，enterprises， private enterprises and personal in science and technology initiative， further to build mechanism ofthe whole scientific and techn
