In 2006，Inner Mongolia Autonomous Region proposed to speed up building Innovation-oriented Inner Mongolia in the next period of time. As a strategic investment，S丁 Input determine directly the prosperity of countries and regions.ηle number of S丁 funds and its use efficiency not only directly restricts the scale of scientific and technological activities，levels and processes，but also play an important role in promoting on economic and social development. Based on this，this paper discusses the issue of ST investment und盯 the frame of the construction of Innovationoriented Inner Mongolia. First，started with the. basic conc叩t of ST investment ，innovation and innovationoriented coun町 the paper gives an in-d叩出 theoretic analysis on the relationship between the S丁 input and innovation-oriented Inner Mongolia. In the same time，by applying the method of empirica1 analysis，由e paper made an in-depth qualitative and quantitative analysis on situation of ST investment during the Ninth Five-Year，the Ten Five-Year and the Eleven FiYearin Inner Mongolia. Through the historicallongitudinal comparison，ST investment has a great growth; but compared with the national other regions，the ST investment in Inner Mongolia lays rearward position in the whole count町 and has formed a large constraint on the bui1ding of innovative Inner Mongolia.
