摘要摘要 摘要 摘要 文化力是一种软实力，文化建设是一个组织提升核心竞争力的战略途径。江西省地税 局根据时代要求，提出了大力发展地税文化建设，构建和谐地税的工作目标，试图通过地 税文化建设，全面提高行政管理水平。近年来通过一系列措施j在税收文化建设上进行了 一些探索和实践，初步确立了具有江西特色的税收文化建设框架，取得了初步成效，但也 存在一些问题和不足。实践证明，文化是一个长期积累的过程，不可能一蹴而就，文化建 设需要在实践中不断摸索和总结。 本文结构上共分6章。文章以江西省地税系统税收文化建设为研究对象，采取理论研 究、比较分析和案例分析的方法，总结江西地税系统文化建设的基本框架及其实现的途径 和方法，查找存在的问题并分析原因，提出对策建议，力求探寻江西省地税系统税收文化 建设的内在规律及其创新策略，以期能对江西地税系统税收文化建设工作的深入开展有一 定的指导作用，以促进和谐地税目标的实现。 本文从理论与实践的角度，对江西省地税系统税收文化建设进行了深层思考，并提出 了完善的策略。文章探讨了税收文化的内涵，剖析了地税系统税收文化建设的现状，阐述 了中西税收文化差异及成因，最后提出下一步完善税收文化建设的对策建议，即应该分阶 段分步骤地实施，要以人为本，从征纳两方面考虑问题，在内部要注重税务人员合理的物 质和精神需求，外部要培育良好的税收文化环境，以优秀的中国传统文化为基础，借鉴企 业文化和西方先进的税收文化，动员广大地税干部不断探索，通过全体地税人的共同努力， 最终在地税系统形成共同价值观、行业精神、行为规范和职业道德，提升软实力和行政执 法水平。 关键词： 税收文化；文化管理：江西地税 Il AbstractABSTRACT Abstract ABSTRACT Cul．ture is the soft power,culture construction iS a strategic way to promote core competitive power．According to the requirements of the times，Jiangxi local taxation bureau has proposed the goal of developing culture construction and building harmonious taxation bureau,try to improve the level of administrative management．In recent years，through a series of measures，some exploration practice on tax culture been done．We have initially established the framework of tax culture construction with Jiangxi characteristics．It is also proved by practice that the culture is a long．term accumulative process which call not be accomplished overnight，and the culture construction need constant exploration and summarizing in practice． There six chapters in this paper,which researching on the culture construction of Jiangxi local tax system，using the method of theoretical analysis，comparative analysis，system analysis and SO on．Finding out the shortfall during culture construction and analyze the causes by analyzing the culture construction of Jiangxi local tax system．It is strive to explore the framework of Jiangxi local tax system’S culture construction．It is also try to look for tIle way and methods to reach this goal．Hoping give some guides to cul
