II II Abstract With the development of science and education in china, the popularization of higher education and improvement of teaching level are becoming the center problem of todays educational system. One of the major contradictions in this moment is the imbalance between the supply and demand of the educational resource, especially the lack of high quality education can be supplied in this phase. So construct the teaching resource base on the web and share these resources with others, could resolve these problems effectively and improve the high quality education in countrywide. On the other hand, web course as a part of teaching resource has become a form of modern teaching methods. Sharing the quality teaching resources became the main task of the essential course construct work. How to construct the platform for teaching resource and improve the efficiency and shorten the development cycle and reduce the development difficulty became a hot issue. Based on the requirement referred above, we developed the platform for the management of educational resource and the system for web courses making. The management of educational resource include model of create resource, model of upload and download resource, model of resource identify, model of resource evaluate, model of resource operation, model of resource making, model of resource Statistic, and so on. The system for web courses making include templates making, words note, exercise guide, web edit and so on. The users could utilize this system to create flexible and various style of web courses. The system has been used to develop the Political Economics and Warranty Law for Wuhan University. Compared with skyclass EssiCourse Maker, practice shows that our system can shorten the development cycle and reduce the development difficulty.
