内容摘要目前有关会融监管的文献可谓卷帙浩繁，相对于一般的研究论文而言，本文 内容摘要 目前有关会融监管的文献可谓卷帙浩繁，相对于一般的研究论文而言，本文 试图在前人研究的基础上，另辟蹊径，建立一个以金融监管主体的协调行为为研 究对象的理论分析框架——“金融监管的协调论”。金融监管的协调论．就 是研究当代经济金融背景下，以实现余融监管的有效性与效率为目标的、各监管 主体的协调行为的理论。 本文首先在导言中，分析了选题的意义、分析方法及创新之处；考虑到内容 的完整性，在第一章中，用了较多的篇幅介绍了金融监管协调论的理论基础，分 析了金融监管的理由与目标，探讨了金融监管的主、客体与模式，然后重点分析 了金融监管协调论提出的背景与定义，认为金融监管的复杂性使金融监管协调成 为必要；第二章是本文的重点部分，这一部分系统地提出了金融监管协调论的理 论分析框架，逐一阐述了金融监管需要协调的原因、协调与独立性的关系、协调 的成本收益分析、协调的现实困难与协调机制的设计。 第三章与第四章是本文的实证分析部分，第三章运用了金融监管协调论的理 论分析框架，讨论了我国金融监管的历史与现状，分析了金融监管协调的现状以 及存在的问题，并提出了政策建议，认为目前可考虑成立金融监管协调委员会来 推动我国的金融监管协调；第四章讨论了金融监管的国际合作，首先分析了金融 监管国际合作的困难与现状，接着依次分析银行监管的国际协作、证券监管的国 际协作、保险监管的国际协作、会计监管的国际协作以及其它形式的金融监管国 际协作。 关键{司 金融监管的协调论监管的效率监管冲突协调机制 Abstract：There Abstract： There is a lot of literature on financial regulation，which certainly reflects the increasing interest and concern of public in financial industry．Compared to those frequently referred papers in various libraries，this thesis is unique，for it tries to establish the Theory of financial regulation coordination．The theory,a new fralTlework of theoretical analysis，iS modem theory which focuses on the COOrdinative behavior of principal parts of financial regulation．in tIle context of contemporary economy and finance． The structure ofthis paper iS follows： In the preface，the significance of the research，analytical methods as well as innovations are analyzed． Then，in the first chapter，the paper will present theoretical basis of financial regulation coordination，going along*ith such mat’．ers as the reasons and object of financial regulation，methods of financial regulation，etc．After that，the background and concept of financial regulation are discussed． The second chapter is the most important part of this paper,which will present the theoretical framework of financial regulation COOrdination．explaining one by one the reasons for coordination，the relationship between C00rdination and independence of financial regulation，the Cost and benefit analysis of COOrdination， the practic
