Taking the primary and middle school teachers pay as the research context, this study analyzes the last 15years literatures from 6 aspects as social appellations of primary and seco ndary school t eachers, the theoretical basis, the salary st rue tu re, the growth mechanism, the compensation management system, the relationship between teachers，salary and social status, then puts forward the existing problems and furthcr dcvclopmcnt direction in order to provide a reference for the compensation reform of the primary and secondary school teachers. Keyword： primary and secondary school teachers; teachers apos;compensation; compensation mechanism; compensation management; Received： 2015-12-20 一、引言 党的十八大指岀，教育是民族振兴和社会进步的基石，要努力办好人民满意的教 育。而屮小学教育是基础，在教育屮起主体作用。西方教师管理政策经验表明， 教师社会待遇与教师队伍素质存在相互依存关系，教师实际待遇高，其职业形象 较高，易吸引高素质的优秀人才从教;反之，则出现教师职业竞争力下降、高素质 人才流失等问题。m因此如何合理确定中小学教师薪酬，提高教师社会地位， 吸引优秀人才进入教师队伍，进一步增强教师的职业认同，让教师能够真正享受 到职业带给自己的幸福感和成就感，是摆在我们而前的一项紧迫任务。 近几年出现的中小学教师由于薪酬过低而导致集体罢课事件（如2015年济南市 历城五中教师集体停课、2014年黑龙江肇东8000名中小学教师罢课、2014年湖 北孝感高级中学教师罢课等），影响了基础教育的发展。党的十八大明确提出要实 施义务教育教师绩效工资制，改善中小学教师待遇。因此，如何核算、设计中小学 教师薪酬及其増长机制,使屮小学教师获得公平感、满足感,关系到社会和谐稳定 和我国基础教育的长久大计。 本文从中小学教师劳动报酬称谓、理论基础、薪酬构成、增长机制、管理体制、 薪酬与教师地位等6个方面全面系统地对当前文献进行归纳
