内蒙古 内蒙古科技大学硕士学位论文 I I 摘 要 随着我国加入世界贸易组织，世界钢铁工业布局发生巨大变化，中国作为新兴 经济体，近些年钢铁工业也得到了迅猛发展。改变了钢铁市场的供需关系，出现了 产能过剩的局面，也导致了自然资源急剧匮乏，生态环境破坏严重等问题。怎样实 现钢铁企业与经济社会，生态环境协调发展，减少能耗和污染，努力提高企业效益， 保障我国钢铁企业健康发展已成为首要研究课题。 本文对循环经济理论及其内涵原则进行了全面梳理和深入研究，为探讨包钢集 团发展循环经济提供了理论基础和支撑。重点研究了循环经济的内涵及其原则，以 及近些年循环经济理论在钢铁企业中的应用和发展。主要研究内容如下： （1）通过深入研究包钢几十年的发展历程和技术基础，分析了包钢在资源和工 艺特点、钢铁产业政策、市场环境等方面面临的严峻形势，以及同国内外先进钢铁 企业的差距，指明包钢发展循环经济的可行性和紧迫性。 （2）运用数据包络分析模型，对包钢 2005-2010 年资源利用效率进行分析评价， 并对 DEA 无效的决策单元中具有投入冗余和产出不足指标进行了投影分析。 （3）通过对包钢的基本情况的分析和近几年资源利用效率的评价，指出包钢发 展循环经济应该从技术和管理创新、工艺流程优化和清洁生产等方面入手，大力推 进节能减排。另外，包钢还应该利用其稀土资源优势，大力研发特种钢产品，切实 提高企业的竞争力。 关键词：循环经济； 资源利用效率； 数据包络分析法； 企业竞争力 II II Abstract It takes profound changes in the global iron-steel industry structure when China join the WTO. As an emerging economic, there are also significant development in Chinese domestic iron-steel industry. Along with the progress, it also appears the following issues, such as the changes of supply and demand in the iron-steel market, excess capacity, the shortage of natural resources and destruction of the ecological environment. In this paper, we discuss how it achieves the coordinated development of iron-steel enterprise, ecological and economic environment, and reduces energy consumption and environmental pollution. Based on this review, we propose that the policies are most likely to lead to greater enterprise efficiency and greater healthy progress of iron-steel enterprises. This paper deeply studies the connotation of circular economy theory and its principles，Which offers theoretical foundation and support to Baotou Iron-steel Company developed circular economy.
