Currently it is one of the leading industries in many developed nations, such as USA, Japan and Korea. There are about 500,000,000 consumers who purchase products of cartoons in China. However, the present condition of cartoon industry in China is at the state that the supply surpasses the demand greatly, which can not meet the high demand of the market. The start of the development of Harbin cartoon industry is late, but it develops quickly. At present, it is at the stage of high speed development. At the same time, it obtains some achievements. As coin has two sides, there are also problems such as policy, market operation etc. in its high speed of development. In this text, the problems in the development of Harbin cartoon industry are analyzed, and some measures are put forward. The government should intervene in the cartoon market based on the cartoon market failure. From the developing of Korea and the present condition of cartoon industry in Harbin is discussed. Six problems existing in its development are founded according to the characteristics and environment, namely, policies that are to be improved, short range of cartoon industry chain, serious phenomenon of pirate, shortage of funds, shortage of talented persons, shortage of innovation work, which are attributed to the policy, nonstandard market, absence of resources.
