- PAGE I - 本科毕业论文 届） 公共租赁房政策实施中的问题探讨 所在学院 专业班级 共事业管理 学生姓名 学号 指导教师 职称 完成日期 年 月 PAGE I 摘 要 【摘要】公共租赁房是我国保障性住房的重要形式之一，其产生和发展是完善我国住房保障体系、调节过高房价和维护社会和谐的必然要求。本文以公共租赁房政策实施的过程为研究对象，对公共租赁房房屋的筹建阶段、准入阶段、运营管理和监管维护阶段，以及最终公共租赁房的退出阶段政策实施过程中可能出现的问题进行分析，并提出相应的解决对策，包括创新公共租赁房的提供方式、加强政府对公共租赁房申请人的审核和管理控制、推进公共租赁住房信息公开化等，以解决社会“夹心层”及其他社会群体的住房难题。 【关键词】公共租赁房 住房保障制度 住房政策 【Abstract】Public rental housing is one of an important Housing safeguards forms in China. Its merging and development is essential to perfecting the county’s housing security system, adjusting the irrational house price as well as maintaining social harmony. The paper focuses on the problems that might occur during the procedure of the enforcement of public rental housing policy, such as the supplies of finance, land to construct the houses and the source of houses which are available to rent, the policy of the entrance of public rental houses, the management and regulation of public rental houses when they are leased, and finally the exit of public rental houses when the contract expires. By studying the whole procedure of the enforcement of public rental housing policies, we can provide proper solutions to solving these problems correspondingly, including innovating the ways of supplying public rental houses, to enhance the government’s supervision and control on the applicants who apply for the public rental houses, encouraging to make public rental housing information public and transparent to the society.
