摘 摘 要 农村教育是我国教育事业发展的根基和生命基础，农村教师是我国农村教育事业发展的关键和 灵魂。然而，随着新的一轮基础教育改革活动的不断深入发展，新课程的全面推广和实施。农村教 师的课程理念和教育素养却明显落后于课程改革的节奏和步伐。许多教师仍然习惯于无视学生生命 存在的传统教育教学方式，钟情于并无多少实际价值的零点几分的追逐。农村中小学生的学习状况 和生命状态并未从根本上得剑改善。显然，与新一轮基础教育改革活动共生，业已开展多年的农村 基础教育新课程培训活动并未取得预期的效果，效率低下。这一事实的背后，凸现出农村中小学教 师新课程培训管理中的问题。研究显示，当前我国农村基础教育新课程培训管理存在的主要问题有： 县级教师培训机构设置混乱、功能弱化：培训过程管理不严格，考核评价机制失实、无效；“职能 部门不专业，专业部门无职能”，县级新课程培训、管理“两张皮”；重复培训以及培训经历异化成 一种身份认定等。针对以上问题本文提出的改善我国农村基础教育新课程培训管理现状的主要对策 是：理顺关系，统筹规划，整合县级教师培训资源；规范、细化管理流程，构建科学有效的县级新 课程培训管理的激励、评价、督导机制；有效使用培训资源，变“身份培训”为“实质培训”，真 正实现农村教师全员培训；借鉴先进培训管理模式，逐步完善县级新课程培训管理机制。 关键词：农村教师 县级新课程培训 县级新课程培训管理 AbstractThe Abstract The rural education is the foundation and the life foundation of the education development of country．．Meanwhile，the countryside teachers the key and the soul of rural education enterprise development of country．With the unceasing development of the new turn elementary education reform and the new curriculum comprehensive promotion and the implementation，the countryside teachers’curriculum ideas and the education accomplishment obviously fall behind the rh灿m and the step of the reforms in the curriculum．Many teachers still accustomed to the traditional education teaching ways，in which the students’life existence is disregarded，and they still deeply in love in the meaningless chases．The countryside elementary and middle school students’study conditions and life conditions have not been fundamentally improved．Obviously,although it has been carried out for many years，the countryside elementary education new curriculum training，which was developed together with the new turn elementary education reform，has not achieved the desired effect and the efficiency is low．Therefore，the management problems of the countryside elementary and middle school teachers’new curriculum training highlighted．The research shows that，the main management problems of the current new curriculum training of the countryside elementary education ale follows：the teacher training organizati
