Y Y 6170 65 技术商品的综合评价方法及应用 专 业：管理科学与工程 硕士生：谭晓宁 指导教师：金维兴教授 摘 要 本文概括了综合评价闯题在科技管理中的应用，总结了国内外关于技术商品的相 关研究，系统考察了技术商品综合评价问题己有的研究成果，并指出它们在指标设计、 权重集确定和评价方法应用中存在的不足。分析对比了综合评价问题与定价问题的不 同之处。在此基础上，综合国内相关评价指标体系，建立了能全面反映技术商品交易各个 方面的评价指标体系初步方案，采用专家意见法，筛选出其中的重要指标；通过对专家意 见统计特征的考察，建立了客观合理的、具有代表性的技术商品综合评价指标体系的结 构模型。运用改进的层次分析法建立了层次模型指标体系的指标影响权重集，提出了采用 多级模糊综合评价法对技术商品进行综合评价的程序和方法。最后，分析了该方法的适用 情况，并给出应用实例。 该评价模型和评价方法对高校、科研院所考察已取得科技成果的价值，企业进行技术 商品购买决策，技术中介机构对技术商品交易前的定价，均有较大的参考和应用价值。作 者希望通过该项研究对推动我国科技成果转化和促进技术市场的发展能起到积极的作用。 关键词：技术商品模糊综合评价指标体系层次分析法 A A Fuzzy and Comprehensive Method of Evaluating Technological Commodities and its Application Specialty：Management Science and Engineering Name：Tan Xiao-ning Instructor：Prof．Jin Wei-xing It generalizes the applications ofthe methods of compreher商ve evaluation in scientific and technological(s副T)management，sumnlfllq．zes the relevant resewches Oil technological commodities in home and abroad，renews the researches on comprehensive evaluation of technological commodities，points out their shortages and analyzes the differences between comprehensive evaluation and pricing problems．Then,it set up a general scheme of comprehensive evaluation index system after analyzed acquired evaluation index．The method of Delphi is introduced to filter the prirnary index．The hierarchy model ofevaluation index system is set up based 011 the analysis ofstatistic characteristics ofexpert’S opinions．Through the advanced Analytic Hierarchy Process(AHP)，it establishes the weights ofindex ofthe hierarchy model．It put forward the procedure and method ofcomprehensive evaluation oftechnological commodities via multilevel fuzzy comprehemive evaluation method．Finally,the applied scope of the method is disenssed and an example ofapplication is given， This evaluation model and method have referenced and applied values for evaluating the ST achievements ofuniversities or institutes，purchasing decision oftechnological commodities ofenterprises，pricing technological commodities ope
