摘 摘 要 国内外经济发展的实践表明：产业集群有效的推动了区域经济的发展，在国内外区 域经济发展中，不管是新兴产业的集群发展，还是传统产业集群的改造和升级对区域经 济发展都取到了巨大的推动作用。珠江三角洲的电子信息、汽车、家具、服装、玩具、 家电、陶瓷等产业的集群发展，长江三角洲的汽车、石化、电子、食品、服装、纺织、 钢铁、五金、电器、机械等产业的集群发展，已经成为当地产业发展和经济增长的一大 特色和重要竞争优势，极大地推动了经济发展。在两区强大的经济实力背后，这些大大 小小的产业集群发挥了至关重要的作用。然而，黄河三角洲区域内的各市县在保持经济 增长、城市发展的同时，由于体制、机制和资源等因素的约束，区域产业结构趋同化日 益加剧，早已被山东半岛的其他城市赶超，经济发展速度甚至滞后于一些内陆城市。探 讨怎样通过产业集群发展去改善黄河三角洲高效生态经济区这种经济社会发展滞后的 现状，具有较大的现实意义。 在这样的背景下，本文在借鉴国内外产业集群理论和经验的基础上，结合黄河三角 洲产业集群的现状和高效生态经济区发展的要求，对黄河三角洲高效生态经济区的产业 集群发展展开系统的分析和研究，最终为黄河三角洲高效生态经济区的产业集群发展提 供政策建议。 关键词：黄河三角洲，高效生态经济区，产业集群，发展模式 A A Research on the Development of Industrial Clusters of the Yellow River Delta High—Efficiency Ecolonomic Zone Lan Xuan(Industrial Economics) Directed by Prof．Wang Jun Abstract Domestic economic development in the practice shows that： industry cluster of promoting regional economic development．At home and aboard regional economic development，whether in new industries developed，or the transformation and upgrade of traditional industries，has taken to a great push forward to regional economic development． The development of industrial clusters of the Pearl River Delta’S electronic information, automobiles，fumiture，clothing,toys，household appliances，ceramics，and the Yangtze River Delta’S car,and petrified，electronics，food，clothing and textile，steel，hardware,electrical， mechanical and industrial development of clusters，has become a feature and important competitive edge of the local industrial development and economic growth，and substantially promoted economic development．Behind the strength economic of the areas，these big and small industrial clusters played an important role．However,as the Yellow River Delta area in maintaining economic growth and urban development，bl舅7,ausc the constraillts of structure, mechanisms and resources，regional industrial structure is irrational，and has been admitted to Shandong peninsula’S other cities，economic growth rate even behind some inland city．So，to explore how to improve th
