万方数据 万方数据 摘要 近年来，我国经济飞速发展，使得建筑施工行业得到了较快发展。对于施工 企业，质量、工期、成本是企业参与市场竞争的关键因素，特别是施工成本更是 企业获得工程项目的最核心要素之一，约为施工总成本的 40% ～ 60%，其中主 要分为材料费及采购成本。 为了降低成本，提高企业竞争力，更多的施工企业开始引入供应链管理的思 想，通过电子平台实施集中采购，有效整合并控制企业的各种资源，充分发挥规 模采购的优势，优化采购流程，降低采购成本。 本论文从国内外集中采购供应的实施情况以及在线供应链管理理念入手，结 合某集团型施工企业物资采购业务现状与业务需求，通过采用电子商务模式进行 管理的思路为该企业梳理出标准化业务流程，从而提出该企业在集中采购供应管 理中对物资采购计划管理、供应商管理、采购流程管理、合同管理、配送管理及 项目管理等的电子信息管理平台实现方案，促进了集中采购供应在施工企业中的 应用和实践。同时采用增量开发模型，利用 visio 等模型工具，对各功能模块进 行模型化设计，以此为基础提出了集中采购供应管理平台的概念及模型，并对各 功能模块的操作流程进行展示，并对部分功能的实现进行了描述。本文还对如何 分配采购需求提出了相应解决办法。 关键词：集中采购，供应链管理，电子商务 ABSTRACT In recent years, the rapid development of Chinas economy, has improved the development of construction industry. To the enterprises in this industry, quality, time limit and cost are the key factors for the market competitions, of which the cost is a core index for an enterprise to win the bidding.material cost takes up a large part of all cost, about 40 percent to 60 percent, including expenses on materials and purchasing. In order to cut down material cost and enhance the competitiveness for an enterprise, the idea of supply chain management has been introduced. In the meantime, online purchasing can be used for intensive purchasing, in which way an enterprise can integrate and control all kinds of materials, take the advantage of large-scale purchasing, optimize the purchasing process and lower the cost. This thesis describes the actual implement of domestic and overseas purchasing and the idea of online supply chain management, along with a certain construction enterprise business and needs. It offers a standard business process for the enterprise through an e-business management and a plan depending on data management programs for material purchasing management, supplier management, purchasing process management, contract management, delivery management and project management, so as to improve the practice of intensive purchasing supply in the construction enterprises.
