工程风险管理方面的热点和实际问题研究 摘要：工程风险管理是工程项目管理研究的一个重 要内容，也是风险管理理论在工程项目管理领域的发展与应 用。近年来，随着全球范围内工程建设的持续繁荣，工程项 目风险管理已成为项目风险管理的研究领域中一个尤为突 出的议题。随着我国经济的高速发展的建设企业竞争的加 剧，我国建设企业在工程承包中将面临越来越多的风险。如 何有效地管理工程中的风险问题已成为人们关注的热点之 一，因此对于工程风险管理的研究具有很强的现实意义。本 文首先对工程风险管理进行了概述，然后分析了我国实行工 程风险管理的必要性，并重点对工程风险管理体系中的热点 问题进行了论述，最后就实际案例进行了风险管理分析。 关键词：工程项目；风险管理；热点；风险识别；风险 处置 Abstract： the project risk management is project management an important content, is also the risk management theory in the field of engineering project management development and application. Keywords： engineering projects； Risk management； Hot； Risk identification； Risk disposal 分类号：TL372+.3文献标识码：A文章编号： 2095-2104 (2013) 一、工程风险管理概述 工程项目风险管理就是对工程项目活动中涉及到的风 险进行识别、评估并制定相应的政策，以最少的成本，最大 限度地避免或减少风险事件所造成的实际效益与预期效益 的偏离，安全地实现工程项目的总目标。 在各国风险管理研究中，美国的风险管理起步最早，理 论研究与应用范围很广，拥有这方面大量的人才。与美国相 比英国的风险管理研究有自己的特色，英国学者提出了“风 险工程”的概念，该框架模型的构建弥补了单一过程的风险 分析技术的不足，使得在较高层次上大规模地应用风险分析 领域的研究成果成为可能。英国除了有自己的成熟理论外， 许多学者还注意把风险分析的研究成果应用到大型的工程 项目当中。英美两国在风险研究方面各有所长，且具有很强 的互补性，代表了该学科的两个主流。 我国的风险管理研究是从上个世纪80年代开始，同时 被应用到项目管理之中。在过去的计划经济体制下，原材料 的价格由国家控制，国家是唯一的投资主体，企业没有独立 的经济效益，风险由国家承担。只是在近几年来，随着社会 主义市场经济体制的完善，对风险管理的研究已经在学术界 成为了一个热点，在大型工程项目的实践中，也取得了较为
