Ys3ss8i科技成果鉴定及其改革的研究 Ys3ss8i 科技成果鉴定及其改革的研究 摘要 科技成果鉴定是我国科技评价的重要组成部分．是我国评价科技成果的主 要手段。科技成果鉴定对于正确判别科技成果的质量和水平，促进科技成果的 完善和科技水平的提高，加速科技成果的推广应用和经济发展等方面有着十分 重要的作用。为改革和完善现行的科技成果鉴定，建立与市场经济相适应的科 技成果鉴定体制，本文系统地阐述了我国科技成果鉴定的产生和发展历程，论 述了科技成果鉴定及相关概念，分析和研究了科技成果鉴定的基本状况，并对 科技成果鉴定所存在的问题进行了深层剖析；同时．对国外科技评估的组织管 理和评价方式等进行了比较分析，并结合我国科技管理体制的特点，构建了适 应新形势下的我国科技成果评价体系。本文收集了大量国内外文献资料，并结 合相关基础研究数据和实地调研情况，采取比较研究和系统分析等方法。研究 认为，科技成果鉴定改革的关键是政府职能、管理方式和运行机制的改革，这 一改革要适应市场经济体制的要求，以市场需求为宗旨．为成果转化应用服务： 政府要实现从“做鉴定”向“管鉴定”的职能转变，要由社会中介机构承担非 国家秘密项目的鉴定：要建立和健全相应评价指标体系和配套政策法规，逐步 形成鉴定机构自我约束、专家参与、社会制约与行政监督相结合的运行机制。 关键词：科技成果鉴定改革 Research Research On Appraisal of Scientific and Technical Outcome and It’s Reformed Abstract Appraisal of scientific and technical outcome．which is an important part of Chinese science and teeimology evaluation．is a main rneall3S to evaluate the outcome in China． 111e appraisal plays an important role ofdistinguishiag the quantity and level ofS＆T results correctly,promoting the perfection of results and raise of level,accelerating the olltcome to extend and application,and speeding up economic development．In order to inform and perfect CUil=ent ST outcome al砌raisal．and establish the system fits in with market economy,the article thoroughly clarifies the generation and development ofChinese teelmieal iresults appraisal．and diSCUSSeS concerned concept． It analyses and studies the basic condition of appraisal and existed problems．At the sa．nle lime，the article compares the organizing management and evaluation mann目-s with other counlries．Combined with the characteristic ofOUlr ST managing system． we set up the new evaluation s，stem suits for etnrent situation．Searching a lot of domestic and international documents and combining with related basic research data and on—the．spot investigation．the article adopts the analysis methods of contllrast and system．ne research shows that the key of reforming appraisal of scientific and technical results iS the reform of govemment ftmetion,management method
