广西连片特困地区残疾人扶贫领域国际合作项目的实践与启示 宪广西壮族自治区残疾人联合会处处 表表 代代 国国 中 宪广西壮族自治区残疾人联合会 处处 表表 代代 国国 中中 残残 助助 际际 国国 清红 冯潘李 【摘要I《中国农村扶贫开发纲要(2011-2020年)》提出，要把连片特困地区作为国家今 后十年扶贫攻坚的主战场。广西残联与国际助残组织开展残疾人“劳动就业和社会保障”合 作项目，在“一户一策”参与式扶贫、自主管理型扶贫互助资金平台建没、“经济赋能”扶贫 培训等方而进行了实践创新。广西残联从精准识别、精准规划、精准帮扶、精准管理四个层 而，在连片特困地区推广创新了切合残联履职要求的残疾人扶贫开发项目经验。由此，对广 西残疾人扶贫开发机制创新进行思考，以期为残疾人扶贫开发机制建设提供参考。 【关键词】残疾人，扶贫开发，国际合作，实践，启示 Practices and lessons learned from a poverty alleviation pilot project for people with disabilities inGuangxi impoverished areas: an international collaboration Feng Xian，，Pan Qing, Li Hong [Abstract] It is highlighted in the ?Outline of China’ s Poverty Alleviation and Development for Rural Areas (2011-2020)》，that impoverished areas should be the key focus and the priority of an ambitious national poverty alleviation program. In collaboration with Handicap International，the Guangxi Disabled Persons’ Federation ( “GDPF”)has implemented a “Decent Work and Social Protection for People with Disabilities” pilot project. This project piloted different innovative practices and achieved impressive outcomes. The practices include: personalized and participatory approaches supporting people with disabilities with livelihoods needs; supporting people with disabilities to gain access to the poverty alleviation mutual fund; and systematic capacity building for people with disabilities through economic-empowerment. The GDPF accumulated systematic lessons learned about a comprehensive and personalized poverty alleviation strategy targeting poor areas, in terms of needs assessment，planning，implementation as well as monitoring and evaluation. It is hoped that these achievements will contribute to the implementation of a national poverty alleviation plan. The writers have summarized in the present article the key results of the project for further sharing and discussion.
