I万方数据 I 万方数据 摘要 2007 年农民专业合作社法颁布，收效显著，为了推动合作社进一步健康有序的发展，我国制定 《农民专业合作社财务会计制度（试行）》（下文简称《财会法》），并于 2008 年 1 月 1 日实施。但实 施情况如何我们不得而知。玛纳斯县经济社会发展一直走在全疆前列，并且近几年玛纳斯县农民专 业合作社发展迅速，数量呈几何倍数增长，但是在合作社财务会计制度上的研究并不多，新疆地区 相关方面的研究就更加空缺。因此，本文有必要对玛纳斯合作社财务制度建设情况进行调查，有助 于各界深入理解财务会计制度建设在农民专业合作社发展中的重要作用。为整个新疆地区的合作社 财务会计制度的建设给予启示，为各地方政府的决策提供参考。 首先本文运用理论分析法对农民专业合作社的概念做了简要阐述，然后以农民专业合作社的财 务会计制度历史、发展和特点作为切入点，进行分析。运用实地调查法和统计分析法，对新疆玛纳 斯县农民专业合作社的实地调查，选取了玛纳斯县五个镇、10 多个乡进行典型调查，调查发现合作 社的形成主要是农村能人主导型，合作社的产权是以股份化倾向型的合作社为主，合作社的重大决 策应该由成员大会或代表大会决定，但在实行过程中，多数合作社都是领导人做决定。在对合作社 进行调查时，我们发现玛纳斯县合作社内部财务会计制度建设时主要出现以下问题：内部财务会计 制度弱化；会计机构不独立，会计人员素质不高；会计账簿设置不齐全；财务公开不规范；内部控 制制度不健全；盈余分配不合理；会计档案管理不重视等。主要原因在于财务会计制度本身存在不 合理，多数合作社对内部财务制度认识不足，财务人员整体学历不高，无法对合作社的财务进行完 整、规范的记录、保存。 为了推进玛纳斯县农民专业合作社的财务会计制度健康化、规范化发展，政府要加强对《财会 法》的宣传和培训，落实《财会法》的执行情况，务实合作社涉税管理，合作社自身要完善内部控 制制度，加快培养高素质的财务会计人才，加强合作社会计档案的管理，完善合作社的盈余分配制 度。 关键词：农民专业合作社，财务会计制度，玛纳斯 II万方数据 II 万方数据 Abstract Farmer Cooperatives Act 2007 enacted, the effect is significant, in order to further promote the healthy and orderly development of cooperatives, the development of Chinas Farmer Cooperatives Financial Accounting System (Trial) (hereinafter referred to as the Accounting Law), and in 2008 January 1.
