II II Abstract Before the Anti-Japanese War, there had some characteristics in bank of Hunan, which had little influence to the Hunan province’s economy. For instance, there has few institutions of its subbranch banks, the locations of its subbranches were not very reasonable, and the portfolios of the bank were very limited. Nevertheless, during the time of Anti-Japanese War, with the readjustment of the strategic situation in the National Government and the uncertain changes of the battlefield, Hunan province which was the rear area before the outbreak has transformed the front area of the war. In such a special situation, for the consideration of anchoring the economy, developing the production and supporting the war, the national government, the national government has promulgated some statutes in succession to regulate the development of bank, so that it also could restore stability to the finance and develop the economy of society. And with the positive coordination of the government of Hunan province, great changes have taken place in the banking business of Hunan province. All the banks of Hunan, including the national bank, the provincial bank and the merchant bank, took some measures to improve their present situation. At last, these measures made a huge success, and the institutions of bank spread in all the cities of Hunan province. Further more, the constantly development of the banking business not only did the things for themselves, perfected the financial system of Hunan area, but also effective supported the war, and made a great influence to the society. However, during the time of developing, the bank of Hunan had exposed a series of weak points, which contained they participated in the profit of commerce by ignoring to the statute, and there had a small amounts, less varieties, short cycles, and high interest rates of the loan that they issued.
