青年公益创业的困境与突破 基于 “舟山市彩虹堂特殊儿童关爱中心”的 思考 陈莉莉杜海萍 浙江海洋大学经济与管理学院 摘要： 公益创业是一种以产生社会价值为导向的创业方式，青年是公益创业的最大主 体。彩虹堂特殊儿童关爱中心作为舟山市青年公益创业的典范，以公益、创新和 市场为导向，实现了组织的自我运营，也创造了一定的社会价值。但其发展面临 一系列问题:资金来源渠道少、统筹人才欠缺、社会认识偏差。因此，运用多元 视角，寻求突破的途径如下:政府可以通过完善公益创业的理论基础建设、扶持 奖励制度体系和教育体系;通过畅通社会化资金援助渠道、开展青年公益创业交 流活动;青年公益创业者可以通过提高自身知识和技术水平、更新公益创业模式 和畅通与政府、社会的合作渠道的措施来解决。 关键词： 青年; 公益创业; 彩虹堂特殊儿童关爱中心; 作者简介：陈莉莉（1969-），女，浙江舟山人，副教授，硕士，研究方向：行政 管理。 收稿日期:2017-05-06 The Predicame nt and Break through of Youth Public Benefit Entrepreneurship On the Thinking of Zhoushan Rainbow Hall Exceptional Children Care Center CHEN L订i DU Haiping School ofEconomics Management.^Zhe iiang Ocean University; Abstract： Public benefit entrepreneurship is a kind of social value oriented to the entrepreneurial mode, in which the young people play a great role for the development of public benefit entrepreneurship with their strong creativity. As a typical example of youth public benefit entrepreneurship in Zhousha n, Rain bow Hall Exccp tio nail Childrc n Care Center embodies t hree characteristics in the process of creating social value: public interest, innovation and market orientation. However, there are still some problems in the development of the system, such as fewerchannels of financial sources, lack of overal 1 pl a rming t alen ts and social cog nition devia tion. Therefore, we have to make use of diversified pcrspcctives to find the solutions to these problems. The government should support incentive system and education system by means of the constructionof theoretical foundation; the government must also help the young people carry out the exchange activities of youth public benefit entrepreneurship by unblock ing the socializa tion of financial aid cha rm els; the young public entrepreneursneed to update theirentrepreneurship mode andunblockthe channels of cooperation with government and society by improving their knowledge and technical level.
