中文提要本文主要就中国政府部门如何完善对电信服务业的规制体系，实现电信市场 中文提要 本文主要就中国政府部门如何完善对电信服务业的规制体系，实现电信市场 充分有效竞争提出了政策建议。 本文共分为5个部分，首先对电信规制的含义、有关电信规制的经济学理论、 电信规制的目标以及内容进行了详细阐述。然后对国际电信规制的发展历程以及 WTO关于电信规制的普遍原则进行了介绍。由于发达国家的电信规制改革一直 走在世界前列，积累了不少经验，比如在电信立法、管制机构设置以及管制思想 和措施等方面，都值得我们学习和借鉴，因此，在第三章中，本文通过美国、英 国、日本三个国家的电信规制改革历程进行分析，寻找其各自电信规制改革过程 中的闪光点，并结合其它国家的改革经验，总结出国家电信规制的先进经验以及 改革的未来趋势。接下来，在第四章中首先对中国电信业规制改革的历程进行了 回顾，分析了中国电信行业规制的现状和问题，在此基础上，第五章主要围绕着 我国目前电信规制改革中的焦点问题——电信市场准入、资费管制、普遍服务以 及互联互通问题进行分析，并结合国际经验以及我国国情提出了相应的策略建 议。 关键词：电信规制，改革经验，策略 AbstractThis Abstract This paper mainly gives some reasonable advice Chinese government how improve the regulatory system ofthe telecommunications industry in China． This paper be divided into five sections．The first section explores the concept of telecommunications regulation，the economic theory behind it，the common target of telecommunications regulation，and the main content it covers．The second section summarizes the developing trend of international telecommunications regulation and the general rules for telecommunications regulation stipulated by WTO．Since the developed countries always the leader of telecommunications reform in the world；in the third section，this paper analyses the telecommunications reform of the United States，UK and Japan respectively for reference，sums up their experience and also predicts the future trend of telecommunications regulation reform of the world．Next，in the fourth section， the w订ter makes review of Chinese telecommunicatiOils reforill and finds the encumbrances in the development of the telecommunications industry．On this basis，the last section discusses the central problems in the reform of Chinese telecommunications regulation，that is，the market entry regulation，pricing regulation，universal service and interconnection regulation．At the end of this paper，combining the experience of other countries，the writer proposes some feasible strategies the Chinese government． Key words：telecommunications regulation，reform，strategy 引 引 言 电
