西南交通大学硕士研究生学位论文 西南交通大学硕士研究生学位论文 第1页 摘 要 ＼惫着国民经济的发展，交通问题越来越受到人们的重视，高速公路作 为现代交通的重要标志和经济发展必须的基础设施，自然是人们关注的焦 点之一。但我国高速公路目前正面临着建设资金和管理的双重问题。针对 ～途径，希 公路股份制 现状说明了高速公路股份制的可行性。 2．对我国目前高速公路的建设与发展情况进行了研究。我国的高速公路 还远远不能满足经济发展的需要，但资金问题和管}里问题困扰着高速公路 的进一步发展，股份制将有效地解决这两个问题。 3．给出了“一省一局”、“一路一公司”、“一体化”三种高速公路管理模 式，并通过定性分析和定量分析(AHP法)，确定“～路一公耐”将是解决 高速公路目前所存在问题的最好途径之一。 4建立了高速公路的经济评价方法，包括直接经济效益、问接经济效益 和不确定性分析等方面的测度，并以一条高速公路的实际情况为例，对“一 路一公司”进行了经济可行性的实证分析。 ’ 5．根掘新建高速公路和已建成高速公路两种情况给出了高速公路按“一 路一公司”实施股份制的步骤和方法。 6．通过对广东省高速公路发展股份有限公司和安徽省皖通高速公路股 份有限公司的情况进行分析，得出我国目前高速公路股份制所存在的普遍 问题，并提出今后股份制发展的方I柚。 关键词： 高速公路 股份制 市场经济 管理模式 经济可行性 西南交通大学硕士研究生学位论文 西南交通大学硕士研究生学位论文 第2页 Abstract As the national economy develops，transportation has been attaching importance to the people．Be the sign of modem traffic and the basic installation of economy developing，expressway has been the focus of people’S attention．But now．financial resources problems and management prolems limit the construction of new expressway and function bringing into play of builted expressway．This thesis brings stock company to solve these problems，and I hope it will be benefit tO the developing ofexpressway．The main points are as follows． 1．It is proved that stock company Can be used in the management of chinese expressway from the characteristic of expressway，the phylogeny of stock company and the exprenices ofexpressway stock system in other countries． 2．On the basis of analyzing the current situation in the expressway development in our country，the thesis points out that the quantity and the quality of expressway in our country is far from the needs of economy．But little financial resources and poor management limit the farther devlopment of expressway．The stock system can solve the tWO problems availably． 3．The thesis gives three pattens to solve these problems，they are“one bureau in a porvince”，‘‘one company one line”，“all—in-one to expresswayes．From the qualitative analysis and quantitative analysis to the three pattens，it
