y y 639588 内容摘要 《中共巾央国务院关于促进农民增加收入若干政策的意见》的出台．明确了全 面、彻底放开粮食购销市场的决定，标志着以市场化为目标的粮食流通市场化改 革的正式结束。如何构建符合我国国情的市场化粮食流通管理体制，就成为一个 非常现实而又迫切的问题。本文以邓小平理沦和三个代表重要思想为指导，运用 辩证唯物主义和历史唯物主义的基本观点，分析了我国粮食流通管理体制的形成、 现状和问题，比较分析厂粮食流通市场化较早的美国、日本、加拿大国家的粮食 流通管理体制，提出了创新五大体系，构建我国粮食流通市场化后新型粮食流通 管理体制的设想。 本文较系统地对我国粮食管理体制的历史滑革、时代背景、当前状况进行了分 析对比和评价，并对我国现行体制的问题进行J，归纳，对国外现行体制的优点不 同侧重地进行了对比分析和介绍：在构建我国粮食流通市场化后新型粮食流通管 理体制的设想和建议方面，论证了创新五大体系 一创耨粮食流通法律体系、创 新粮食流通行政管理体系、创新粮食流通服务支持体系、创新粮食流通调控体系、 创新粮食流通市场体系的意义和内涵，提出了建立新型粮食流通管理体制的框架， 以期为政府决策和建设市场化条件下的新型粮食流通管理体制提供参考。 关键词：粮食流通 管理体制 体制创新 ABSTRACT‘‘The ABSTRACT ‘‘The Suggestions of the Central Committee of the Communist Party of China and the State Council on Policies for Boosting Growth in Farmers’Income”decides clearly to open the market of commissariat 7S purchase and sale completely and entirely, declares the start of commissariat circulation reform。which aims to deregutate to leave them to market forces How to set up market—oriented commissariat circulation management system conforming to Chinese conditions becomes one realistic and instant problem Under the guide of Deng Xiaoping Theory,the important thought of Three Represents，dialectic materialism and historic materialism，and this thesis analyze the form，actuality and problems of circulation management system conforming．It compares our system of circulation management with American，Japanese and Canadian’which have more experiences．It point out that through five system innovations to set up new commissariat circulation management system This thesis analyze the historic evolution，background of times and current conditions of the commissariat circulation management system by the numbers，and conclude the problems of commissariat circulation management system．On the basis of introducing and analyzing comparatively foreign countries’management system，this paper argues five system innovations，which include jurisprudence innovation， administration innovation，services innovation，adjust and control innovation，ma
