山东财经大 山东财经大学硕士学位论文 Abs Abstract i i PAGE PAGE iv 摘 要 山东既是一个农业大省又是一个重灾省份，农业的良性发展需要政策性农业保险 的支持。尽管自 2006 年末山东就开始实施政策性农业保险，亦取得了令人欣慰的成 绩，但是政策性农业保险的发展仍然缓慢。纵览国内政策性农业保险成绩显著的省份， 均建立了适合省情的发展模式，因此，山东省应以实际发展情况为前提，构建自己的 政策性农业保险发展模式。 本文以山东省政策性农业保险的发展模式为研究对象，主要运用实证分析法、规 范分析法、比较分析法和实地调研法等一系列研究方法。本文以国家干预与市场机制 理论、福利经济学理论、信息不对称理论和博弈理论为理论依据，详尽阐述了这些理 论对构建政策性农业保险发展模式的支撑作用，为模式的构建奠定了理论基础。以山 东省政策性农业保险的试点情况为切入点，通过多方面掌握模式构建前的基本情况， 以期所构建的模式能够有效解决现存问题并满足山东农业发展需要，是模式构建的准 备工作之一。在全面掌握试点现状的基础上，具体分析了国内典型模式的利弊，为山 东发展模式的构建提供了可借鉴的经验，是模式构建的准备工作之二。同时对影响发 展模式构建的主要因素进行实证分析，指明了需解决的具体问题和达到的效果，是模 式构建的准备工作之三。在一系列的准备工作之后，最终提出了山东省政策性农业保 险的发展模式，即“政府推动+商业保险公司代办+农业保险小组”的发展模式，也 是本文的最终落脚点。 关键词：政策性农业保险 发展模式 试点现状 Abstract Shandong Province is not only a major agricultural province but also a disaster province. The development of agriculture needs the support of policy-oriented agricultural insurance. Shandong began to implement policy-oriented agricultural insurance at the end of 2006 and has made many significant achievements, but the development of policy-oriented agricultural is still slow now. Overview of those provinces which are notable for policy-oriented agricultural insurance, most of them have established development model, therefore, Shandong Province should be based on the premise of actual developments and build their own policy-oriented agricultural insurance development pattern. The dissertation takes policy-oriented agricultural insurance development pattern of Shandong Province as research subject, and unifies methods such as empirical analysis, standard analysis, comparative analysis and investigation. Based on theory of State intervention and market mechanism, theory of welfare economics, information asymmetry theory and game theory, the dissertation states these theories’ supporting role for constructing policy-oriented agricultural insurance development model, and laid a theoretical foundation for constructing the mode.
