By means of re-allotting profits of different bodies, perfecting the marketing criterion, restricting vicious competition, and developing profit compensation principles, PPP operating pattern involves the active participation of the government and market resources, and balances their respective superiorities. By legislation and regulating, PPP operating pattern comes up with an effective, practical, operating style to the current civil public transportation service system. By re-designing the regulations, legal rights, responsibilities, the PPP pattern reasonably assigns the profit, risk allotment among different bodies and revises the social relations. Chapter IV: Legal solution to the perfection of PPP pattern of civil public transportation. In this part the author raises the basic leading principles of PPP pattern. Under current laws, special permission operating system should be the basic form. By designing institutions on the granting, transferring, alteration, disaffirming, and contract, supervision, legal duties of special permission operating system, the author comes up with practical legal solutions to the PPP pattern. Generally speaking, the PPP pattern of civil public transportation is the best policy to the current management and administration of public transportation of China. It is of great use to the sustainable development of China’s civil public transportation service. And the perfection of relative laws and regulations is critical to the successful application of PPP pattern. Besides, special permission operating system should be the core of PPP pattern, and the institutionalization of PPP pattern should also be the orientation of public transportation reforms.
