PAGE 沈阳大学毕业设计（论文） 中国老年人力资源开发探究 摘 要 人口老龄化将会对国家的社会经济发展产生的巨大影响，特别是对劳动力资源的供给产生巨大的影响。中国的人口老龄化日益加剧，将会对中国经济的未来构成很大挑战，为此人口安全问题已被提升到关乎整个民族发展的高度上来。对老年人力资源进行开发，是保证人力资源的有效供给，实现国民经济又好又快发展的一项重要举措，也为企业进行人力资源的供给预测与需求分析提供重要的参考信息。 本文认为开发老年人力资源是促进社会和谐、保障人力资源有效供给的有效手段，文章通过对我国当前老龄化数据分析，阐述我国老年人力资源开发过程中存在的体制性障碍、社会偏见等问题以及导致这些问题的具体原因，从而提出我国进行老年人力资源开发的对策，以实现我国老年人力资源的合理开发与有效利用。加快推进老年人力资源开发对于我国不断增长的老年人口来讲，将不再是整个社会和所有家庭的包袱，反而能为社会经济的可持续发展提供强有力的支持与保障。 关键词： 人口老龄化；退休制度；养老保险；人力资本；老年人力资源 Abstract Aging of the population will influence the countrys social and economic development greatly, especially on the supply of labor resources. Chinas aging population is exceedingly increasing, which will pose a great challenge to security issues for this population has been raised to about the height of the development of the whole nation up in the future. To development of human resources for the elder is to ensure the effective supply of human resources to achieve sound and fast economic development in an important initiative. It will provide significant information human resource supply and demand forecast analysis provides as well. This paper argues that development to the elder human resources is to promote social harmony and protect the effective supply of human resources in an effective way. Through analyzing the data of current aging to explain the institutional barriers, social prejudice and other issues during the process of human resources development, the strategy is put forward to exploit and utilize the resource properly. Accelerating the development of the old labor resource will no longer be the burden of society and all families. On the contrary, it will be the overwhelming support for the sustainable development of society and economy.
