INTRODUCTION Just-In-Time JIT distribution system was the logistics management mode within firm which was developed by Toyota company, JTT emphasizes “zero concept” which means achievement of the goals of zero defects， zero queues, zero inventories, zero breakdown and so on. JIT distribution is a kind of the dis trib ution modes t hat can make the dis trib ution to keep pace with the product of the manufacturing firms. The realization of JIT required the distribution system with high technology and advaneed distribution facilities. Because it was required to react rapidly, it was impossible to make the distribution plans together with many dients. Therefore, JIT was fit for the assembled customers who were mass-produced repeatedly, especially suited for the construction industry. As the appearance of informa.tion and network age, especially the development of E-business, logistics distribution had more space to develop. The logistics based on web had some new characteristics: information-based, network, autoimmunization, intelligence and flexibility [1]. From these characteristics we knew that the appearance of web provided the technology which supported the realization of JIT distribution. The combination of JIT mode with modern E-business technology wil 1 bring deep effect to the macro distribution system. This paper introduced the JIT distribution problem in terms of the 3PL on the basis of web environment. We analyzed the elements of the 3PL distribution system and structured the 3PL distribution system that actualized the mode of Combination Distribution, and then expounded the general process of the distribution system and how to real ize the management to the distribution system.
