欧洲天然气平衡区概况和启示 周军 李欣泽 杜培恩 梁光川 文韵豪李虹 西南石油大学 中石化石油工程设计有限公司 中国 石油规划总院 中国石油西南油气田 摘要： 气体平衡是保证天然气管网系统完整性和安全性的基础，欧洲2009年第三次能 源改革启动后，欧洲天然气平衡系统已逐步建立了气体平衡区和管输模型，利 用物理和商业手段保证管网气体平衡。为此，通过梳理欧洲市场气体平衡区构 成、管输系统模型、气体平衡方法以及气体平衡区的发展情况，在分析欧洲气体 平衡概况的基础上，总结出对我国管网系统气体平衡的启示。我国应建立与容量 交易配套的气体平衡区概念和模型，加强气体平衡区的顶层设计;研究气体平衡 区、管网系统平衡模型以及容量交易间的关系;制定气体平衡方法，强化监管合 作和立法，逐步建立区域性气体平衡区和全国性气体平衡区。 关键词： 欧洲;天然气;气体平衡区;管输系统模型; 作者简介：周军:博士，2015年毕业于屮国石油大学（北京）油气储运专业，从 事油气储运科研和教学工作 zhoujunswpu@163. com,四川省成都 市新都区新都大道8号，610500o 收稿日期:2017-07-20 General Situation and Enlightenment of the Na/tural Gas Balance Area in Europe Zhou Jun LI Xinze Du Pei en Liang Guangchuan Wen Yunhao Li Hong Abstract： Gas balance is the basis for ensuring the integrity and safety of the natural gas pipeline network system. After the third energy reform of Europe in 2009, European natural gas balance system has gradually establ ished a gas balance area and a pipel ine transportation model, using physical and commercial mcans to cnsure the gas balancc of the pipe network. Therefore, through studying the European market, the constitution of gas balance area, the pipeline transportation system model, the gas balanee method as well as the development situation of gas bala nee area, eind on the basis of an alyzi ng the general situ at i on of gas bala ncc in Europe, the cnl igh tenment of the gas bala ncc of the pipe net work system for China is summarized: China should establish concepts and models of the gas balance area which matches with capacity transaction, strengthen the top-level design of the gas balanee area; study the relati on ship among the gas bala nee area, pipe net work sys tem bala nee model and capacity transaction; formulate the gas balancc method, strengthen supervision, cooperation and legislation, and gradually establish the regional and the national gas balance area.
