摘 要 随着中国全面建设小康社会的不断深入，加强社会保障体系建设，让改革发展成果 更多更公平惠及全体人民日益成为国家社会科学领域一个重要的研究方向。山东省是我 国的农业大省，2018年农村人口为4953 万人。2013年，山东省下发实施意见，对新型 农村社会养老保险制度 以下简称“新农保”与城镇居民社会养老保险制度 以下简称“城( ) ( 居保”)进行合并，建立居民基本养老保险制度(以下简称 “居民养老保险”)。政策实施 7年来，山东省农村地区居民养老保险覆盖率不断提升，人民群众获得感幸福感安全感 不断提高，但也面临农民缴费档次偏低、对政策了解度不高等问题。同时，近年来，随 着城镇化程度不断加深，社会转型趋势更加明显，乡村人口结构和养老观念也不断发生 新变化，山东省作为人口大省和农业大省，面临的农民养老问题形势不容乐观。 本文以山东省中年农民参加居民养老保险状况为研究对象，分析其参保意愿和缴费 档次的影响因素，并提出完善山东省居民养老保险政策的建议，为山东省乃至全国农民 的养老保障工作提供借鉴意义。本文通过运用文献分析法、问卷调查法和数据统计法等 研究方法对以下几方面进行阐述：首先简要概述本文的研究背景和意义，以及国内外关 于公民参加社会养老保险情况和影响因素的研究成果等内容；其次是基本养老保险的有 关概念界定，并简述社会公平理论、需求层次理论、公共物品理论等理论支撑；同时， 分析了山东老龄化和农村家庭转型等社会背景，以及山东省城乡居民养老保险政策的发 展历程、现状和有关问题；在此基础上，通过问卷调查的方式，对山东省中年农民参加 城乡居民养老保险状况进行实证分析，调查了样本参保率、缴费档次和有关个人信息； 在调研基础上，对农民个人特征、家庭特征和政策认知评价情况等可能对农民参保行为 和缴费档次产生影响的因素进行数据统计分析，得出影响因素；以实证分析、访谈调查 和文献研究为基础，针对提高农民参保意愿和缴费水平、完善山东省城乡居民养老保险 政策提出可行性建议；最后，对结论进行总结，并提出下一步的研究展望。 关键词: 城乡居民养老保险；影响因素；农民 I Abstract As China is on its way building a moderately prosperous society in all respects, it has become an important research direction in the field of society to strengthen theconstruction of social security system and make the achievements ofreform and development more equitable and benefit to all the people.
