PAGE PAGE 1 论基层政府安全生产监管中存在的问题及对策 中 文 摘 要 安全，是人类生存与繁衍的最基本要求，是生命与健康的基本保障。安全生产是保护劳动者合法权益，保证国民经济持续发展的基本条件，在我国社会经济发展中具有不可替代的地位和作用。做好安全生产工作是保障人民群众生命财产安全的重要政治任务。本文结合我国基层安全生产监督管理体制和基层的安全现状，从纵向、横向分析如何正确处理好经济发展和安全生产工作的关系，并以狮岭镇的六年行政执法探索为例，通过明确基层政府法制现状，分析该其经验做法，围绕机制、人员、经费等问题进行探讨，举一反三，指出基层安全监管机构的发展和完善，主要是安全生产认识、立法、体制的发展和完善，努力建立适应市场经济发展的安全生产监督管理新格局，只有这样，才能真正保障劳动者的人身安全，促进国民经济和谐健康发展。 关键词：?? 安全生产 基本保障 监督管理 经济 Abstract Safety is basic requirement of living and multiplication of mankind, and also the basic guarantee of live and health. Safety production which is the basic condtion for protecting the lawful right and interests of working people and guaranteeing sustainable development of national economy， has irreplaceable status and function in our countrys social economic development. Working well safety production work is the important political task to guarantee the life property of people crowds. This article which is based on the grass-roots level safety production of supervision administration system and safety situation of our country is analyzed longitudinally and crosswise how to deal with the connection of economic development and safety production work. Take the six year exploration of administrative enforcement of SHILING TOWN for instance, by defining the the current situation of legal system of the grass-roots level government, analyzing their experience practice, and encloseing the problem of mechanism, staff and funds and so on to discuss, drawing inferences about other cases from one instance, pointing out the development and perfection of gross-roots level safety regulatory body is mainly the development and perfection of recognition of safety prodution, legislation and system, try hard to build the safety production supervision and administration new structure that adapts the market economic development.
