中国土地利用总体规划实施评价研究综述 董光龙，郑新奇，张吉康，孙国庆 （中国地质大学（北京）土地科学技术学院，北京100083） 摘要：研究目的：综述中国十地利川总体规划实施评价研究进展，总结目前研究中存在的问 题并指出进一步研究的方向。研究方法：文献综述法。研究结果：十?地利用总体规划实施评 价目的、工作内容和程序基木清楚,但评价方法不够全面，同时缺乏完善的土地利用总体规 划实施评价机制，相关的实证研究也有待于进一步加强。研究结论：需要加强评价方法的研 究，建立完善的土地利用总体规划实施评价机制。土地利用总体规划实施评价结果的可比性 以及如何进行土地利用总体规划实沌动态评价是将来研究的重点。 关键词：土地利用总体规划；实施评价；综述 中图分类号:F301.24 Review on Implementation Evaluation of General Land UsePlanning in China DONG Guanglong, ZHENG Xinqi, ZHANG Jikang, SUN Guoqing （School of Land science and Technology,China University of Geosciences, Beijing 100083） Abstract: The purpose of this paper is to summary the problem of implementation evaluation of general land use planning in china and point out future research dirctions on basis of progress in implementation evaluation of genera】 land use planning in china. Method of docurnentation was employed. The results indicate that the purpose,practical work contents and procedures are clear. However, the targeted of index system is not strong enough and the evaluation method is not comprehensive eno ugh. Whats more, there is no perfect mecha nism of implementation evaluation of general land use planning, empirical research also needs to be further strengthened.lt is concluded that highly appropriate index system should be constructed depend on differelevel of general land use planning, the study of evaluation methods should be strengthed, perfect mechanism of implementation evaluation of general land use planning should be established. The focus of the future research is the comparability of the results of implementation evaluation of general land use planning and how to carry out dynamic implementation evaluation of general land use planning.
