摘 要 百年大计，教育为本。教育是这个国家和民族振兴的关键。改革开放以来，我国坚持把教育发展放在优先 位置。经过政府、社会力量的共同努力，我国的教育水平已经取得了卓越的成效。但是在提升全民族的教 育水平过程中，仍存在着城乡义务教育水平差距过大，教育资源分配不均等问题。政府作为义务教育均衡 发展中的责任主体，与义务教育发展“不均衡”有关，因此政府肩负起义务教育均衡发展是应有之义，也 是必然要求。本文从政府责任出发，厘清政府责任缺失的表现以及原因，提出解决政府在义务教育均衡发 展过程中如何承担起责任的可行性对策。 关键词：义务教育；均衡发展；政府责任 Abstract 100 years of planning, education at its core. Education is the key to the renewal of the country andthe nation. Since the reform and opening-up policy, China has insisted on giving priority to the development of Education. Through the joint efforts of the government and the social forces, our educational level has achieved remarkable results. However, in the process of raising the educational level of the whole nation, there are still large disparities in the compulsory education between urban andrural areas and unequal distribution of educat ional resources. The government, as the responsiblebody of balanced development of compulsory education, is related to the unbalanced develop ment of thecompulsory education. Therefore, it is necessary for the government to shoulder the responsibility of balanced development of the Compulsory Education. This article sets out from the responsibility of the government to clarify the manifestations and causes of the absence of government responsibilities, and to propose possible solutions to the governments responsibility in the process of compulsoryeducation balanced development.
