PAGE PAGE 32 拆迁重建的”村改居“社区居民认同及其治理改善研究 ——以普福社区为个案 摘要：拆迁重建的“村改居”社区是我国加快城市化进程的背景下产生的。“村改居”作为推进我国城乡一体化发展的有效途径，在建制上完成了农村向城市的变迁，在户口上实现了农民到市民的转变。但通过对个案的调查得知，“村改居”社区居民并未在行为上和心理上真正形成对角色转变的自我认知，居民缺乏社区认同感，社区治理问题突出。本文从普福社区的个案出发，探索拆迁重建的“村改居”社区居民认同的基本现状，对因缺乏社区认同而引起的社区治理困境进行分析，并结合实际与反思，探索提升拆迁重建的“村改居”社区居民认同的路径，提高“村改居”社区居民的认同感，促进“村改居”社区治理的完善，实现农村向城市社区的真正转型。 关键词：拆迁重建；“村改居”社区；社区居民认同；社区治理 The Research on Community Residents’ Identify and Improve Community Governance of Reconstructed “Village to Resident” Community: Take Community Pufu for Example Abstract: Reconstructed “village to resident” community emerged in the background of accelerating urbanization process. “village to resident”as an effective way to promote the integration of urban and rural development of our country, completed the changes of countryside to the city in the establishment, on account of the change of farmers to the residents. However, through the investigation of the case that “village to resident” community residents was not formed self-identity of changing roles in behavior and psychology, residents lack community identity, community governance facing difficulties. This article from the case of Community Pufu, explore the basic situation of reconstructed village to resident community residents identity, analyzed the community governance dilemmas caused by lack of community identity. Combined with the Practice and reflection, explored the path to improve the reconstructed village to residents community identity, to promote “collage to resident” community governance and achieve the true transition from rural to urban communities. Keywords: Reconstructed; Village to Residents Community; Community Identity; Community Governance 一、 导言 （一） 研究背景 自改革开放以来，我国在经济发展和社会建设等诸多方面取得了举世瞩目的成就，城市化进程也不断加快。根据国家统计局的有关数据显示，我国的城市化率从1978年的17.92%提高到了2013年的53.73%。2013年11月，中共十八届三中全会审议通过《中共中央关于全面深化改革若干重大问题的决定》，提出了“健全城乡发展一体化体制机制”。党的政策机制提示我们，在新一轮的城市建设中，城乡结合部、农村的城市化建设将会被摆在非常重要的位置。 当下，由于快速的工业化和城市化发展，有限的城市用地已难以满足城市发展的需求，城市不断向周边的城郊和农村地区扩展延伸，
