PAGE PAGE 29 承包地确权过程中地方政府职能的研究 ——基于四川省东坡区的观察与思考 摘要：农村土地确权是一项能够兑现改革红利的制度安排。通过赋予农民财产性权利，能够激发农民的生产积极性和对于土地的长期投资，同时能够发展农业规模经济，但在实际操作中仍遇到诸多“瓶颈”。本文选取了东坡区的土地乡和尚义镇两个确权颁证背景具有明显差异的样本点为研究对象，结合市场失灵与政府失灵两个维度进行交叉分析，厘清代表样本区中各级政府在确权颁证中的职能分工。通过研究，本文认为，一方面各级地方政府在土地确权中分别扮演着不同的角色，另一方面，在土地确权的前中后期，各级地方政府在履行职能上分别侧重于提供不同类型的公共产品与服务。总体上，确权所提出的新形势和新问题要求地方政府更加合理高效地履行经济职能以提升地区经济竞争力，完善政府职能以回应承包地确权中对政策指导的现实需求，进而盘活农村的土地资产。在一定意义上，土地确权有利于推动我国政府由全能型向服务型政府的转变。 关键词： 土地确权地方政府职能东坡区市场失灵 Study of local government functions in land ownership - Based on the observation and thinking of Sichuan Province Dongpo Abstract: Rural land ownership is one able to deliver reform dividends institutional arrangements.
