PAGE PAGE 19 刍议广播电视语言的法律监管 摘要：2014年，国家当局提出过关于语言文字方面的通知要求，它要求在电视节目和广播节目中，不能够随意对正确的文字进行变换，这种变化主要是指对文字或者结构甚至内涵进行一定的变换，达到自己所需要宣传的某种利益需求，必须严格依照相关的文字规定，或写法方面的规定，或是含义方面的正确解释，都要符合相关要求。此外，还有规定指出，除了上文所述的问题之外，还有存在一些规范性方面的问题，比如随意篡改、乱用成语等等做法，都不符合《语言文字法》和《广播电视管理条例》等法律法规所内涵的原则规定，必须进行改正。因为这种行为存在的弊端，不仅有悖于我们传承和弘扬我国的优秀传统文化的精神，而且会引发误导作用，尤其是现在的未成年人，可以说养成一个坏习惯容易，要学会使用一些不恰当的语言文字表述对他们来说也是轻而易举。所以对这些种种问题进行纠正刻不容缓，势在必得。近年来，国家新闻出版广电总局多次强调净化广播电视语言，但是管理效果并未达到预期，这一问题值得我们深思。本文将对比发达国家，以电视法制节目为切入点，从广播电视语言的法律监管价值目标、法律监管应遵循的原则、我国目前广播电视语言存在的问题及广播电视语言的法律监管措施等方面进行论述。 关键词：广播电视语言；法律监管；价值目标 Discussion on legal regulation of television broadcasting language Abstract:By 2014, the state authorities had notice of language requirements, which requires on television and radio programs, can not freely correct the text is converted, this change mainly refers to the structure of the text or even a certain connotation transformation, achieve certain interests and needs they need publicity, must be in strict accordance with the relevant provisions of the text, the wording of the provisions or terms, or the correct interpretation of the meaning of respect, must comply with the relevant requirements.
