PAGE PAGE 18 传统成本管理与现代作业成本管理的比较与分析 ——兼论火电行业运用作业成本管理的必要性 摘要：传统成本管理方法是长期以来企业当中最为普遍的成本管理方法，但是随着社会经济和技术的发展，传统成本管理法越来越难以适应企业当中的需求，而创新的作业成本法则凭借着自身的创新性，符合了企业成本管理的新趋势。在本篇论文中，主要是以火电行业作为主要的范例，对作业成本管理和传统成本管理间进行了比较，因为火电行业本身凭借着自身的技术特性，所以十分的契合作业成本管理的方法，因此在对比中更能够凸显出作业成本管理的优势，尤其是在火电行业的作业优化环节上更能够凸显出作业成本管理更加的符合火电行业进行成本管理。 关键词：作业成本管理；火电行业；资源 Analysis and Comparison of the Traditional Cost Management and ABCM -- and also on the necessity of applying operation cost management in thermal power industry Abstract: The traditional cost management method is the most general method of cost management of enterprise over a long period of time, but with the development of social economy and technology, traditional cost management method is more and more difficult to adapt to the needs of enterprise, innovation and the operation cost of the rule by virtue of own innovation, in line with the new trend of enterprise cost management. In this paper, mainly to the thermal power industry as a main example, the activity-based cost management and traditional cost management were compared because of the thermal power industry itself with technical characteristics of itself, so very fit the activity-based cost management method, therefore in contrast to highlight the advantages of activity based costing management, especially in the operation of thermal power industry optimization link more to highlight the activity-based cost management more in line with thermal power industry cost management. Keywords: ABCM; thermal power industry; resources 一、 研究背景 电力行业是我国国民经济的基础行业，在国民经济中具有极其重要的战略位置，发挥着极其重要的战略作用。新中国成立以来，经过60多年的努力，我国的电力行业取得了长足的进步，尤其是近三十年来，电力行业一直保持着较快的发展速度，为我国国民经济的健康、稳定发展作出了巨大的贡献，不过伴随着第十个五年计划的提出，在电力改革方面也提出了实行厂网分离体制改革的要求，还提出了竞价上网的改革，也正是电力行业体制改革的新模式，对电力行业产生了一定的压力，首先就是电力公司承担了基建和运行两个方面的风险，尤其是在电力行业在控制价格和降低成本上产生了比较大的压力，所以电力行业对于成本的控制成了当务之急。 然而，由于长期受到计划经济模式的影响，电力生产企业的管理体制问题、各种利益冲突问题日显突出，企业生产效率下滑等问题的出现说明我国的电力体制已经与我国经济方面的进步不相切合，因此急切需要对我国的电力体制进行一个有效的改革。随着一系列电力改革方案的逐步实施，我国发电企业之间的竞争日益加剧。发电企业之间的竞争，主要是成本与价格的竞争，而成本是
