新政下保定市网约车现状调查及发展对策研究 摘要：网约车兴起初始，由于其方便快捷，对乘客和司机的补贴很多，消费者进行“用脚投票”逐渐成为了网约车的“忠实粉丝”，但它的影响在传统的巡航出租车,让出租车罢工现象出现在大城市,城市旅游秩序产生混乱,和网络对出租车的矛盾日益突出。在“互联网+交通”的大环境下，中央政府本着“以人为本，鼓励创新、统筹兼顾、依法规范”的改革原则，出台《网约出租车汽车经营服务管理办法》（以下简称网约车新政，或新政），使网约车从“黑车”走向合法化。但是由于各地新政细则的严格限制，加之平台企业对用户的补贴减少，让打着“共享经济”旗号的网约车平台企业的发展之路蒙上了一层阴影。论文以此问题为出发点，运用经济学和管理学相关理论，分析当前背景下网约车发展问题，力图为网约车平台企业的发展提出合理化建议。本文从理论分析对新政下网约车的发展问题进行研究。在经过相关理论分析和数据分析并阅读学习大量相关文献资料之后，发现新政对网约车市场带来一定的消极影响。同时新政出台后网约车发展还受到多方面的因素影响。所构建的发展指标体系，能有效衡量网约车的发展能力。据此给网约车在新政背景下如何更好地发展提出政策性的建议。 关键词：网约车新政；影响因素；政策效应 Abstract: network about initial rise, due to its fast and convenient, a lot of subsidies to the driver and passengers, consumers vote with their feet gradually became the network about car fans, but its influence on traditional cruising taxi, let the taxi strike phenomenon appeared in big cities, urban tourism order confusion, and the network increasingly prominent contradictions of the taxi.
