摘要

随着GDP经济指标下滑，经济发展进入新常态，地方政府的负债率高企，为化解债务风险，国家出台了43号文，基本上关闭了地方政府举债路径。而“十三五”是国家高速公路建成网络的关键，城市轨道等基础设施建设需要大规模推进，政府财政资金在庞大的基建需求之

下显得捉襟见肘，财政压力巨大，融资渠道单一，使得供需矛盾与日俱增。所以国家层面上大力推广PPP模式，盘活社会资本来解决融资困难，重新调整政府在基础设施建设中的角色定位，成为高速公路投融资的现实必然选择。但这种模式下参与进来的企业等社会资本必然要承担一定的风险。同时，风险关系到投资收益的高低，关系到投资项目的成败。因此，本论文对PPP模式下的高速公路项目投融资风险管理采用多种方法期望能最大降低风险，实现项目的互利共赢。

ABSTRACT
