摘 要 中国石油企业进行海外投资既是满足现今我国石油安全的需要，也是国内石油企 业提高自身在国际上的竞争力以及逐步建立起国际石油集团的重要手段。我们都知 道，中国国内的三大石油公司在海外投资中均面临着来源于政治、经济以及技术等方 面的投资风险因素，这些海外投资的风险因素不仅与企业外部环境因素有关，而且与 企业内部各项条件又有着联系。有鉴于此，我国政府和企业自身都必须同舟共济，采 取各项措施，有效防范石油企业海外投资的风险因素。 SP 能源公司是由国内三大石油、电力方面能源垄断企业控股成立的小型石油天 然气开采企业，作为一家依托东海某油气田勘探开发的能源企业，在面临自然资源匮 乏的基础上致力于海外发展的探索。在海外发展的道路上风险重重，有来自于自身管 理机制、资源限制方面的内在约束，也有来自于外界政治、经济及文化层次上的风险， 如何认清自身海外发展的风险并且加以有效防范，开拓出一条可持续发展的海外投资 道路是摆在SP 能源公司面前的首要问题。 本文从分析海外投资的内外部风险为出发点，同时对SP 能源公司在海外投资上 所面临的这些风险加以归纳、分析，参考国内能源公司在海外投资上的成败案例，从 而概括出如何规避与防范这些在海外投资中所需要直面的风险，进而设计出一条适应 以SP 能源公司为代表的国内中小型能源企业、尤其是小型上游石油公司在海外投资 决策上的发展道路。 关键词：海外投资，投资风险，风险评估，风险防范 I Abstract CNPC overseas investment is not only to ensure the reality of national oil security needs, but also an important way to improve the international competitiveness of enterprises and the establishment of a modern multinational oil group. Chinas three major oil companies are faced with overseas investment risk in the political, technical and economic aspects. The risk of overseas investment is not only connected with external environmental factors, but also linked with the internal conditions. Therefore, the government and businesses must work together to take multiple measures to avoid the risk of investing overseas effectively. SP Energy, a small oil and gas exploitation company established by the three major oil, electricity and energy holding enterprise, serve as an energy company relying on the East China Sea to do the oil and gas exploration, our commitment is the exploration of overseas development in face of the scarcity of natural resources. The risks of overseas development come from management system, resource restrict
