Further more, our country is short of oil and gas resources. As a result, in order to enhance its international competitive capability continuously, achieve long-term and continuous development in petroleum and chemical industry, China Petrochemical Corporation (called SINOPEC hereinafter) should make the best of foreign oil and gas resources, establish petroleum reserve, develop scale economy, strengthen the consciousness of brand, enlarge the international cooperation, exploit international petroleum exploration and production market, together with the strategy of “Walk Out” for petroleum industry in China. The distribution of world oil, however, is seriously different and the areas of world oil distribution are much different from the areas of petroleum consumption. Some countries take as many efforts as possible to obtain and control more and more world oil resource, such as political, economic, diplomatic, and even military efforts. Hence, the competition in world oil area went beyond the general business scope. At the same time, SINOPEC has to face the competition with international huge companies that have strong capability during its implement of international strategy, such as British Petroleum Corporation, Shell Corporation
