要 进入21 世纪，移动通信业的快速增长成为全球瞩目的焦点，目前中国移动通 信市场用户数、网络规模已跃居全球第一，我国移动通信业在发展和开放、引入 竞争等方面所取得的成就，为世界各国广泛关注。 但是，从网络运营能力以及服务水平上中国移动业运营商与发达国家移动运 营商相比还有很大差距，同时移动市场竞争还不够充分，随着中国加入WTO，中 国的移动通信市场将更加开放。江西电信有限公司面临我省率先在中部崛起带来 的巨大发展机遇，同事又面临着即将从事第三代移动通信 （3G ）业务而成为全业 务电信运营商的大好时机。在这样一个特定的历史背景下，江西省电信有限公司 该如何抓住机遇，是值得深思和需要尽快做出决策的重大战略问 。 作为长期关注中国电信 3G 心路历程的从业人员，笔者试图系统运用工商企业 管理相关理论知识，在调研、分析的基础上，提出了江西省电信有限公司3G 发展 战 ，以期望对江西电信有限公司3G 发展起到一些建议和参考作用。论文分为四 个部分。第一部分简要分析研究背景，并介绍了战略理论的演进过程、价值链和 核心竞争力的概念、SWOT 分析等理论、方法，第二部分 对国内外3G 电信市场 发展进行分析，第三部分 对江西电信3G 发展战 进行分析，第四部分 具体分析 战略实施。 本文立足于理论联系实际，在制定战 时，充分考虑政府政策等因素的影响， 以及自身资源的分析，有较强的可操作性。 关键词：江西电信有限公司 3G 移动通信 发展战 1 Abstract Since the year 2000, the 3G mobile telecommunication industry has been pushed to the front of the world economy. The quick expansion of the 3G mobile telecom market catches the eyes of the world. China s mobile telecom industry caught attention of the world by its achievements in development, opening up and introducing competition, and 3G will take off soon in China. With China s entry to the WTO, the 3G market will be more attractive for outsiders. In Jiangxi, the “rising in the central region” brings huge opportunities to the 3G mobile industry for Jiangxi Telecom, but on the other hand, the opening up of the 3G market in the this region will incur severe challenges and competitions to this sector. Under this special background, what should Jiangxi Telecom do is a important strategic problem which needs us to ponder over and make correct decision.
