要 随着社会经济建设的发展、人口的不断增加和城镇化、工业化、现代化进程 的加速，土地的实际利用面积有所增加，土地利用结构也发生着变化，同时，各 类用地的需求量迅速增大，土地资源日益匮乏。由于中国人口多，人均土地面积 很少，土地利用结构不合 、效率低下，面对“人多地少，土地后备资源不足， 人地矛盾日趋尖锐”的基本国情和以 “可持续发展”为主题的当今时代，如何正 确处 土地保护和经济持续发展的关系，变土地资源为土地潜力，发挥土地资源 的最大效益，是一个值得讨论的问题。因此，在土地资源稀缺、土地资源总规模 确定情况下，优化城市建设用地结构和布局,既是统筹城乡发展的客观需要，也是 全面落实科学发展观的必要要求。 本文以上高县为例，在对上高县的建设用地现状和动态分析的基础上。采用 自然增长法、趋势预测法、相关分析法等方法，对上高县人口及GDP、第二、三产 业产值等主要经济指标进 预测，合 预测未来人口的变化、城镇化发展水平、 城乡建设用地总规模和不同类型、层次的城乡建设用地规模；进而对上高县土地 利用、区域发展、产业发展、城市空间发展战略进 研究，最后对上高县城乡用 地结构与布局进 优化调整，提出优化上高县城乡用地结构与布局的对策建议。 关键词：城乡建设用地 结构与布局 优化 1 Abstract With the socio-economic development, increasing population and urbanization, industrialization and modernization process accelerated, the actual utilization of land area has increased, the structure of land-use changes have taken place at the same time, various types of rapidly growing demand for land large, the increasing scarcity of land resources.
