中文摘要 廉租房是我国政府以相对低廉的租金向符合城市最低收入标准的住房困难家庭提供 的，以满足居住需求为目的的普通住房，是我国政府在住房领域实施社会保障职能的核心 主体。随着廉租住房需求不断增加，政府廉租住房建设力度不断加强。但我国廉租住房制 度体系总体发展尚欠成熟，管理体制相对不完善，加上在廉租住房政策实施上一些疏忽， 导致了廉租住房在建设过程中存在着空间政策失利、建设资金不足、配套设施落后、管理 服务缺失等问题，使得原本用于提高城市低收入人口住房水平的廉租住房并未达到应有的 保障效果。 广州作为中国经济最为发达的城市之一，在廉租住房建设过程中同样存在着相应的问 题。本文在文献研究的基础上，探讨了广州目前廉租住房建设的政策背景及建设现状，并 分析了由于资金问题、规划问题和管理体制等原因导致的廉租户住房保障失利的现象。同 时采用问卷调查、深入访谈等方法对广州典型廉租住房社区居民的居住情况进行了实证调 查研究。在介绍美国、新加坡、香港三个具有代表性的国家和地区保障性住房建设情况后， 根据广州的实际情况总结出可借鉴的经验，最后针对广州的廉租住房建设从空间规划、融 资渠道、管理服务机制以及法律法规建设等几大方面提出了相关对策，具有一定的现实意 义。 关键词：廉租住房建设；配套设施；空间布局；管理服务； I Abstract Abstract AAbbssttrraacctt TheLow-renthousing isprovided bygovernment totheLow-income families who withthe housing problem.
