  中文摘要 工业遗产的保护与利用是文化遗产保护的重要组成部分，近年来随着城市产 业结构调整，城市建设迅猛发展，这些具有重要历史学、美学和建筑学价值的工业 遗产正急速从城市中消失。为此一部分专家从建筑改造、旅游开发等角度提出对工 业遗产进行保护与改造利用，但毕竟这只是少量工业遗产得到了保护与利用，而全 国性的工业遗产保护还有待于政府主导作用的发挥。但目前由于我国各级政府在工 业遗产保护问题上存在思想不重视、法规不健全、资金投入少、管理体制乱等问题， 工业遗产的保护与利用至今仍处于初级阶段。所以本文试图从政府层面探讨如何发 挥政府作用，建立有效的工业遗产保护与利用机制。 本文在分析国内外工业遗产保护与利用发展历程的基础上，着重以广州为例， 分析广州市工业遗产保护与利用的现状，找到保护与利用过程中存在的问题，并从 政府的角度深入分析造成这些问题的原因，同时，借鉴国内外政府在工业遗产保护 与利用方面的成功经验，探索出一条适用于广州工业遗产保护与利用的有效机制。 关键词：工业遗产 工业遗存 广州 保护与利用   I   Abstract The protection and utilization of industrial heritage is an important component of cultural heritage protection. In recent years, as the city industrial restructuring, the urban construction developed rapidly, hence, these industrial heritages which have important historical, aesthetics and architectural values are disappearing from the cities quickly. Some experts and professors from the aspects of construction and tourism development, propose to protect and utilize industrial heritage, but it is only a small number of industrial heritages that have been protected. The protection of the mass of country-wide industrial heritages do need the government to play a leading role. However, as the government do not attach importance to the industrial heritage , regulations are not sound, capital investment are not enough , management system are confusing, the protection and utilization of industrial heritage is still in its infancy.
