毕业论文 （20_ _届） 杭州湾新区发展海洋经济的对策研究 摘 要 21世纪是海洋的世纪，开发利用海洋资源、发展海洋经济成为人类解决当前人口膨胀、环境恶化、资源短缺等问题的重要途径，是加快世界和我国经济发展，增强自身实力的必然选择。世界上的沿海国家诸如美国、日本等都制定自己的海洋战略，建立专门研究机构，加快对海洋技术开发的支持，大力发展海洋技术，力争在未来竞争中立于不败之地。中国海洋经济发展尚处于起步阶段，与发达国家有较大的差距。杭州湾新区在2010年被浙江省、宁波市确定为省内首个海洋经济发展大平台，将在浙江、宁波海洋经济发展过程中起到带头示范作用。但从目前的情况看，虽然有一些与海洋产业相关的企业已经落户新区，但距离形成主导产业明确、产业规模较大、示范带动作用明显的海洋经济发展大平台还有较长的路要走。 本文首先对海洋经济的理论及文献进行了总结概括，接着对杭州湾新区发展海洋经济的优势、劣势、机遇和挑战等现状进行综合分析，在分析并借鉴国内外先进的海洋经济发展经验的基础上，根据新区的自身条件提出适宜的海洋经济发展的对策。 关键字：海洋经济；杭州湾新区；发展对策 Abstract The 21st century is the century of ocean. The development and utilization of marine resources and the development of marine economy has become a solution to the current issues such as human population explosion, environmental degradation, and shortage of resources. It is also an important way to speed up the world and China’s economic development and enhance their own strength. Coastal countries throughout the world, such as The United States and Japan, have developed their own maritime strategy, the establishment of specialized research institutions, to accelerate the development of marine technology and support to develop marine technology, and strive to neutral in the next competition in position. China’s marine economic development is still in its infancy and there is a big gap with developed countries. The Hangzhou Bay New Zone was identified as the provinces first major marine economic development platform by the government of Zhejiang Province and Ningbo City. And its development will play a leading role in Zhejiang Province and Ningbo City. But the present situation shows that although some marine industry-related businesses have settled in New Zone, there is long way for it become a large platform of marine economic development.
