我国信息产业国际化路径研究 Abstract Undertheintergrativecircumstancesofglobaleconomy,oneofthemostimportant stratagemkeepingthenationalcompetitiveadvantageistospurtheindustry internationalizationandorganizetheproduceresourcesaroundtheworld,whether thedevelopedcountriesorthedevelopingcountries.Within20years,Information Industry(IT),withifsinherentopeningidentityanduniquedevelopingpattern,has changedtheeconomyconditionsandcomparativelyadvantagesformostcountriesto attachthemselvesincompetition,InformationTechnologyhasbeenthestragic resouceandbasicelementforthesocialeconomydevelopment.Intheearly 1977，Bolate,oneoftheAmericaneconomist，declaredinhisworkInformationEconomy thatITisthefouthmagnitudeinfluencingindustrysithAgriculture,Industryand Service.Aroundtheglobalrange,ITmadearapiddevelopmentatthe annualrateof 10%underthepromotingofinformationtechnologyevolutionwhichrepresentby computerandremotedatatelecommunication.Bytheendof1999,thetotalproductive valueofworldIThadreach2trilUS$.Atpresent,ITisraiseditsproportionin eachnatiodsGNP.Ithasreached40-60%Indevolopedcountries,20-40%innewly industrialnationsand10-20%indelelopingcountries.IThasbeentheimportant stragicindustryforeachcountryandtheenginetospeednationseconomy. Invirtueofrelationwithnationaleconomylifelineandnationalsecurity,IT isusuallyconsideredthenaturalmonopolisedindustryand underthegovernments strictmanagementandcontrol.ButITsinherentopeningspecialityisaskingfor aincreasinglysyncreticworldunitemarket,inrecentseveralyears,resorttheir vastnessdominance in information technology,the devoloped countrieswhich delegated by America and Japan utmost promoted the course of world IT internationalization.Under the WTOsregulation,the Infromation Technology Agreement(ITA)andAgreementonBasicTelecommunication(ABTS)whichsubscribed in 1997havebeenthetwainbasicagreements ;Furthermore,America ismighty claimingthatthee-commerceshouldbebroughtinto WTOsnegotiatediscussion,on Sep.19
