二级学院 工程经济学院 学 号 201115360137 湖南交通职业技术学院 毕业设计（论文） 设计（论文）题目：国际工程项目管理模式及其发展趋势 作 者 姜 琳 专 业 建筑经济管理 班 级 项管1101班 成 绩 校内指导教师 周 林 娜 校外指导教师 2014年 3 月 30 日 摘 要 本文结合我国工程建设实际，在研究我国的建设项目管理体制的历史沿革，借鉴国外的先进建设管理模式和经验，尤其是项目管理和总承包(PMC)的运行模式的基础上，结合我国国情，按建设项目的投资活动性质，研究论证了近远期不同阶段的建设管理体制(模式)，提出近期内应采取如下三种主要的建设管理体制(模式):1)竞争性投资项目采取项目法人责任制，如电力、房地产、城镇供水、热力、通信、石油化工等竞争性项目，应积极推行项目法人责任制，这些项目本身已具备实行项目法人责任制的条件;2)基础性投资项目，如农业灌溉、交通能源项目等，这些项目虽然具有非竞争性，但其仍具有一定的经济收益，应与公益性投资项目采用的管理体制有所区别，在目前采取项目法人责任制的同时，积极推行项目管理制(代建制)和总承包制:3)公益性投资项目，如城市基础设施、抗旱防汛等项目，应采取项目管理制(代建制)或总承包制的管理体制(模式)进行建设。所有建设项目远期(2010-2015年后)可考虑同国际接轨，均实行总承包制。同时，结合我国工程建设的实际，提出实行项目管理制(代建制)和总承包制的几点认识。 关键词:工程建设；项目管理；体制；总承包制 ABSTRACT In this paper, the actual construction of the project , in the study of the history of the construction project management system , learn from foreign advanced management mode and construction experience , especially in project management and foundation contractor (PMC) mode of operation , combined with Chinas national conditions , the nature of the investment activities of the construction project , the study demonstrates the different stages of construction and long term management system ( model ) , made ??in the near future should take the following three main building management system ( model ) : ( 1 ) competitive investment projects take project legal accountability, such as electricity, real estate, urban water supply , heating , communications , petrochemical and other competing projects , should actively promote the project legal person responsibility system, the implementation of these projects they have the legal person responsibility system conditions ; ( 2 ) the basis of investment projects such as agricultural irrigation , transportation and energy projects, although these projects have a non-competitive , but it still has some economic benefits, the management system should be used
