贵州草海湿地保护措施研究 张槐安，雷吉华 （贵州省毕节地区林业局，贵州毕节 551700 ） 摘要：贵州草海是我国重要保护湿地之一。近年来威宁县城大量的污水、湿地周边农业生产面源污染、草海周边 居民生活垃圾和旅游废弃物的无序排放对草海造成严重污染，草海湿地生态系统的稳定性正面临着严重威胁。简 述水环境承载压力逐渐增大、人口与环境矛盾加剧、面山水土流失严重和生物多样性受到严重破坏等草海湿地面 临的主要威胁；分析缺乏建设资金、对保护的重点难点问题缺乏解决的勇气和存在多头管理等是草海湿地未得到 有效保护的原因；提出理顺管理体制、彻底整治污染、积极恢复湿地、开展生态建设、施行持续发展、纳入法制 轨道、落实建设资金和社会广泛参与等加强草海湿地保护的基本措施。 关键词：环境学；贵州草海；湿地；保护措施 The Study of Conservation Measure about Wetland of Caohai in Guizhou Province ZHANG Huaian, LEI Jihua (Bijie prefecture forestry administration of Guizhou, Bijie 551700, Guizhou, China) Abstract: Caohai was one of the important wetland of china. Recent years, the wetland had been polluted by large amount of sewage from the county of Weining and agricultural production pollution around the wetland and the dumped rubbish by local people and the tourist. So the wetland ecological system was on a threat to stability. The article introduces the main menace about the wetland ecological system, which include the environment pressure was increased of water, the conflict of population and environment has increased, soil erosion was severe, biodiversity have been seriously destroyed and so on. The author Analysis the reason could not protected the wetland was efficiency, include the lack of construction funds, lack of resolve and courage to protect and solve difficult problem, the management have been multifarious administrations, and so on. At result, the author suggest to straighten out the management system, forbid pollution completeness, recover wetland initiative, carry out ecological construction, implementation of sustainable development, set on t
